افتراضي PPP, PML-N main contenders in choosing caretaker set-ups

ISLAMABAD: The parliamentary parties are busy or about to engage in two intense scrambles to have their nominees installed at the top position in the Senate and as caretaker prime minister or chief ministers.
The main clash is between the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan People?s Party (PPP) for the offices of the Senate chief and the caretaker premier, while the tussle for the selection of the chief ministers also involves some other parties including Pakistan Tehreek-e-Insaf (PTI), Jamiat Ulema-e-Islam-Fazl (JUI-F) and Muttahida Qaumi Movement-Pakistan (MQM-P).
The tug of war for choosing the interim setups will get a fillip after the Senate chairman?s election on March 12.
There is also a possibility of ?give and take? in this election specifically between the PML-N and PPP, keeping in view of evolving a consensus on the interim prime minister, who will assume office in the first week of June. With the election of the Upper House chief less than a week away, lobbying has touched its peak with the PPP working hard to get the berth. It is particularly busy persuading the Federally Administered Tribal Areas (Fata) senators. It considers the six just-elected independent senators from Balochistan in its pocket, which, in reality, may not wholly be true.
Given its numerical scenario, it will be a huge surprise if the PPP is successful in clinching the coveted slot. Compared to it, the PML-N is in a better position to get its representative elected with the support of its allied parties. The most important aspect of the Senate election will be the specific candidates the PML-N and PPP will field. Neither party has so far officially made public its nominees. Speculations, however, abound.
One apparent objective of the ?independent? Balochistan senators is to secure the top most Senate position or at least its number two. The PPP may pull a smart one by nominating anyone from Balochistan for either of the two offices. The PML-N?s handicap is that it has no senator from this province who can be sponsored in the contest. As per a well-calculated scheme, it was robbed of securing even one senator from Balochistan.
While selecting their candidates as the Senate chairman, major parties are also expected to keep in mind the unwritten requirement of having provincial representations in the senior most federal berths including the president, the prime minister, the Upper House chairman and the National Assembly speaker. These positions are generally distributed among all or most of the provinces so that none is disenfranchised in this sense.
If the president is from Sindh or any other province, the prime minister is taken from Punjab as it happened during the last PPP rule and the present dispensation. If previously a premier from Punjab was disqualified, his replacement was taken from the same federating unit as it was done now. The parliamentary parties need to evolve consensus on the caretaker prime minister and interim chief ministers prior to the conclusion of the tenures of the present national and provincial assemblies before end-May. If they failed to do so, and there are strong prospects they will, considering the prevailing high political tensions, the matter will go in the hands of the Election Commission of Pakistan (ECP) for final decision as specified by the Constitution.
Khursheed Shah in his capacity of the Leader of Opposition in the National Assembly holds the key to the nomination of the interim premier. The other dominant constitutional consultee is Prime Minister Shahid Khaqan Abbasi. They are yet to hold formal talks on the matter.
It is beyond doubt that the caretaker premier will be decided by deposed prime minister Nawaz Sharif and PPP chief Asif Ali Zardari because they are the real decision-makers in their respective parties. These supremos are unlikely to directly discuss the issue and will talk through Abbasi and Khursheed Shah.
The consultations that the two consultees will hold with other parliamentary parties will be informal and unofficial, not backed by the Constitution, which doesn?t provide for taking any other political force into confidence. Abbasi and Khursheed Shah are talking to different parties to take them on board so the appointment doesn?t provoke any controversy. But still it will, due to high stakes every political party has in the upcoming general election.
Same will be the case with the selection of the interim chief ministers. The outgoing chief ministers and opposition leaders in the provincial assemblies are the actual consultees and other parliamentary parties have no constitutional say in these nominations.
In Punjab, the PML-N (Shahbaz Sharif) and PTI, which has its opposition leader (Mian Mehmoodur Rashid) in the provincial assembly, will choose the interim chief executive. In Khyber Pakhtunkhwa, the PTI and Jamiat Ulema-e-Islam-Fazl (JUI-F) will play this role. In Sindh, the PPP and Muttahida Qaumi Movement-Pakistan (MQM-P) will have the real say. In Balochistan, the scenario is complex and murky - the chief minister belongs to the PML-Q (only in papers) but it is not clear whether the JUI-F or National Party or Pakhtunkhwa Milli Awami Party hold the opposition leader?s position.If the consultees failed to arrive at accords, the ECP will spring into action to nominate the caretaker prime minister/chief ministers from amongst the specific names proposed to them.
