افتراضي Senators castigate govt for relying on loans, direct taxation

ISLAMABAD: A legislator of the government ally party in Balochistan, Senator Sardar Azam Musakhail, alleged in the Senate Monday that the new budget was a reflection of Punjab’s supremacy, alleging the 18th amendment was also being ‘rolled back’ on its (Punjab’s) behest.

Opposition Senators castigated the government for again relying on foreign loans and more indirect taxation with regards to the new budget, while a key ruling party leader Senator Mushahid Ullah Khan hit out at the PPP for protecting corrupt elements and challenged the leadership to an**unce it had **thing to do with Ayyan Ali and Dr Asim. Senate Chairman Mian Raza Rabbani found in order an adjournment motion, moved by JI's Senator Sirajul Haq to discuss the decision of the International Court of Justice (ICJ) to stay the execution of death sentence awarded to Indian spy Kulbhushan Jadhav. The date will be fixed for discussion afterwards.

Taking part in the ongoing budget debate, Pakhtunkhwa Milli Awami Party (PkMAP) Senator Musakhail, there was rule of Punjab in Pakistan. He questioned why Pak-Afghan border often remained shut while Pakistan’s border with India at Wagha did **t face such situation.

“This situation will add to hatred and push us towards war, while the National Action Plan (NAP) has been a total failure as Taliban, belonging to Punjab, are **t touched,” he went continued his onslaught on the government. He advocated formulation of Pakistan’s foreign and interior policies by the Parliament and staying away from Arab-Yemen conflict.

Senator Musakhail, who is from Balochistan, pointed out that in the budget, an allocation of Rs400 billion had been made for Eastern route of the CPEC, whereas Rs10 billion for the Western route. He claimed Gwadar ** more belonged to Balochistan: it was **w part of China and Lahore.

About budgetary allocations for defence, the senator alleged that 80 per cent budget went for defence purposes. He added the budget offered incentives to industrial of the rulers’ choice and this would add to class divisions in the society. Last week, PkMAP parliamentary leader Senator Usman Kakar had charged that Lahore and **t Islamabad was the federal capital of Pakistan.

PML-N Senator Mushahid Ullah asked the PPP to sign the proposed charter of eco**my as it would benefit the poor and reduce poverty, and added the charter of democracy, despite some issues, had strengthened democracy in Pakistan.

“For the charter of eco**my, you will have to stop corruption and this may help you say goodbye to the menace once and for all,” he sarcastically said, addressing PPP Senator Taj Haider, who had earlier delivered budget speech and an**unced they would **t sign the charter with the government as it always worked against the poor and labour class of the country. It was part of history, he claimed that when the charter of democracy was being worked out, a teamof ex-ruler Pervez Musharraf was also present in London, with which an NRO was signed.

PML-N senator asked the PPP, why had it failed to address the energy crisis and increase GDP growth, which stood at below three per cent during its rule while foreign exchange reserves were around dollars six billion, which, he claimed, were **w over dollars 24 billion.

After the 18th amendment, he **ted, the provinces were free to generate electricity on their own, but while Punjab in the last four years had been able to install various projects to produce 3,800 megawatt power and by next year, it would reach 5,000 megawatt. “While on the contrary, PPP in Sindh and PTI in Khyber Pakhtunkhwa could **t produce 2 megawatt electricity so far,” he said.

He alleged the PPP had **t done anything for people of Sindh, where it was in power since 2008 and only focused on corruption and how to protect the corrupt elements. He alleged even the Lal Shahbaz Qalandar mazar was **t spared, and despite collecting massive donations, there was neither electricity **r any health facility.

“Corrupt PPP ministers left Pakistan while Rs91 billion in the name of Larkana city were eaten up,” he said. The trickle down effect of the CPEC, he claimed, was resulting in job opportunities and eco**mic activity was being generated too. On the contrary, during PPP rule, the Supreme Court said, some parties had armed wings in Karachi and a chief minister would meet Uzair Baloch, who decided distribution of tickets.

PPP Senator Taj Haider said the PML-N budget was meant to snatch from the poor and labour class and give to the privileged class and that the budget was designed to obtain more and more loans, encouraging investment in stock exchange and real estate, which had **thing to do with the common man. He claimed the government eco**mic policies would further divide the rich and the poor. He proposed that by taxing the corporate sector and broadening the tax net, budget deficit could be reduced.

Haider ruled out the possibility of signing any charter of eco**my, alleging the rulers would pocket wealth from Pakistan and transfer it to London and Dubai. He added the government failed to boost the exports and focus on production.

PTI’s Shibli Faraz and Senator Sassui Palijo of the PPP assailed the government for ig**ring the 18th amendment and **t coming up with NFC award. They alleged the government failed to introduce structural reforms and that by merely inauguration of projects, things could **t be changed.

They said that the provinces should be given incentives to collect income tax and sales tax. They charged the Centre and provinces were **t implementing the national action plan. Senator Palijo claimed annually, the allocations for Sindh were being slashed substantially. She said the government and the country were being run on loans and added the development schemes were only for Punjab. Funds are used for political objectives as it was an election budget and the prime minister would dole out funds to his lawmakers.

Senators Amir Kabir of the National Party and Yaqub Nasir of the PML-N urged the government to make allocations on war footing for taping water in Balochistan, which would **t only hugely benefit the local population but entire Pakistan.

They also called for measures to bring down prices of daily use items to affordable level of the common man.
