10-15pc raise expected salaries, pensions ISLAMABAD: While granting 10 percent hike in current expenditure of ministries/divisions for the next budget by the Finance Division, three different proposals are under consideration for jacking up salaries and pensions in the range of 10, 12.5 and 15 percent for public sector employees for the next financial year, The News has learnt.

The Finance Ministry in Priorities Committee deliberations had allowed the ministries/divisions to make budget by raising 10 percent in current expenditures but the Regulation Wing is preparing proposals for raising salaries and pensions in the range of 10, 12.5 and 15 percent as ad hoc allowance on the running basic in the upcoming budget.

“One percent hike in the salaries and pensions will have budgetary implications to the tune of Rs3 to 3.5 billion. So 10 percent increase in pay and pension will cost the national exchequer to the tune of Rs30 to 35 billion,” official sources told The News here on Sunday.

When top official sources were asked about adopted mechanism for internal adjustments at a time of allowing hike by only 10 percent while salaries increase may be increased by 15 percent, the sources said that the real impact on the budget would **t exceed 10.5 to 11 percent as ministries might have vacant posts and other adjustments also neutralised if one head exceeds in terms of expenditures. Finally, they said that the supplementary grants also helped for adjustments for appropriation of funds from one head to a**ther.

**w the proposals under consideration at Regulation Wing of Finance Division include ad hoc allowance in the range of 15 percent on the basis of running basic pay for the next budget. There is ** possibility to revise the basic pay scale by adjusting the previous ad hoc allowances during the next budget because it would have much higher budgetary cost.

There is cost attached to three different options and the government might adopt the higher one keeping in view nearing of next general elections in the country. So 15 percent hike in salaries and pensions is the likely outcome having budgetary cost close to Rs40 billion.

It is also under consideration to increase medical allowance by Rs2,000 for BPS-1 to 15 and Rs6,000 to Rs12,000 for BPS-16 to BPS-22. The house rent allowance may be granted at 45 percent of basic pay scale-2015 (currently it is being granted at 45 percent of basic pay scale-2008). Utility allowance may be granted on the pattern of provincial governments.
