Silicosis case
ISLAMABAD: The Supreme Court (SC) on Tuesday took strong exception to the failure of provinces in submitting comprehensive reports pertaining to silicosis, a respiratory disease caused by inhaling dust. A three-member bench of the apex court headed by Chief Justice Mian Saqib Nisar heard a human rights case pertaining to silicosis. During the course of hearing, Sarwar Khan, Secretary Law and Justice Commission of Pakistan in compliance with the court’s earlier order submitted a report and stated that there was certain information yet to be provided by the provinces on the matter. The court directed Sarwar Khan to convene a meeting of advocates general of all the provinces as well as representatives of the provincial health departments and after coordinating with them on the provision of the said information, compile a joint report and submit before it within three weeks and adjourned further hearing. Balochistan additional advocate general while submitting an incomplete report stated that some 10, 286 labourers and some 25,200 families were registered in the province. Asma Hamid, Additional Advocate General, Punjab while appearing before the court submitted that the Provincial Labour Department had drafted Rules for Labourers while further steps were being taken for the welfare of the labour community. She informed the court that the Pun jab government had **tified the names of qualified surgeons adding that list of the factories to be prosecuted had been prepared while a proper survey for labour force was under process and expected to be completed by June. Additional Advocate General, Khyber Pukhtunkhwa (KP) Muhammad Waqar told the court that there were a large number of stone crushing industries in the province adding that unfortunately some were closed down. He said that due to the closure of these industries, it was impossible to collect the exact data about the labour force. Two members of the Public Lawyers Front (PLF), Usama Khawar and Yahya Farid Khawaja, moved an application to former chief justice Anwar Zaheer Jamali under Article 184(3) of the Constitution over the deaths of the labourers while inhaling dust of stone crushing industries.
