On Dec. 22, 2013,
Chicago police
******r Marco Proa** stepped out of his police vehicle, pulled out a gun and opened fire on a
group of
black teenagers in a car backing away from him.*
On Friday, he was
indicted for depriving two of those teenagers of their civil rights through his use of what the Department of Justice has called "
unreasonable force ."
