ISLAMABAD: It was revealed before the Public Accounts Committee that Ex-Chairman Capital Development Authority Kamran Lashari and the CDA Board that comprised of three retired brigadiers softened and changed the Terms of References for the land of five star Hotel Grand Hyatt and caused a loss of billions of rupees to the national exchequer.
The CDA Board that was headed by Ex-Chairman CDA Kamran Lashari and comprised of members including Brigadier Asad, Brigadier Bokhari, Brigadier Nasarullah, Dr Faisal Awan, Mumtaz Ali Bhatti and Farhatullah changed the Terms of References for the Grand Hyatt Hotel with increasing the leasing of land from 33 years to 99 years and payment mode from 120 days to 15-years causing the loss of billions of rupees to the national exchequer. The PAC held its meeting on Wednesday with the chair of its Chairman Syed Khursheed Shah in which the CDA made a briefing on the issue of leasing of land of Grand Hyatt Hotel and on the 10-year performance of Employment Old-Age Benefit Institution. The CDA failed to produce documents to the PAC saying that the NAB possesses all the documents. The PAC expressed its serious an**yance over the CDA officials misleading briefing to the committee and directed the top management of the CDA to take the punitive actions against all those officials who have misled the committee. Briefing the PAC, CDA DG Estate Islam Shah told the committee that the 13.4 acres of land was provided for Grand Hyatt Hotel, which is located besides Convention Center and when the bidding for construction of the five star Hotel was initiated then its name One Convention was given but this name was **t in the documents which is clearly misleading. He told the committee that first bidding was made on April 13, 2004 and the company used the name of One Convention during the process of pre-qualification and the CDA had written a letter on July 19, 2004 for acceptance of the ToRs and in these ToRs the land was leased for 33 years which was extendable and the important thing in the first bidding was that it was made mandatory that the full payment should have to be made within 120 days and 85 percent bank guarantee which is translated to Rs20 million. The PAC members astonished on the figure of Rs20 million and expressed their reservations on it. CDA DG Estate Islam Shah said the pre-bidding was made on June 3, 2004 in which it was instructed to make full payment in 120 days and under the byelaws the building would **t be more than six floors and its length would be 65 feet. He said its second bidding was made in July 2004 but this time the rules and ToRs were changed and the condition of full payment that was to be made in 120-days had been softened and the time limit increased to 15-years. On this the PAC member Mian Abdul Manan asked for the names of those who gave these relaxations saying that “Please tell the names of the angels who were so kind.” The CDA officials first showed their reluctance to tell the name but when the committee insisted they told the committee that CDA ex-chairman Kamran Lashari and members of the board including retired Brigadier Asad, Brigadier Bokhari, Brigadier Nasrullah, Dr Faisal Awan, Mumtaz Ali Bhatti and Farhatullah made changes in the TORs. On the question of taking any action against them the CDA officials replied that all of them were **t in the country **w. PAC Chairman Syed Khursheed Shah observed that in the bidding documents the height of the building was 710 feet but in briefing they were claiming it 65 feet. Junaid Anwaar Chaudhry remarked that it is CDA’s fourth briefing to the committee but it was still misguiding and misleading the committee. PAC Chairman Syed Khursheed sought the documents from the CDA but the official replied that these documents were in the possession of the NAB. Meanwhile, while briefing on the 10-year performance of the EOBI, its officials told the committee that EOBI ex-chairman Zafar Gondal incorporated conditions in the property deal that caused a loss of billions of rupees to the Institution. The EOBI officials told the committee that payment of Rs10.80 million was made for the consultancy of the construction of two bungalows in Sialkot of one kanal each and the total value of these bungalows was of Rs 20 million to 30 million. “These bungalows were in Sialkot Cantonment while consultant belonged to Karachi and contractor is from Lahore,” they told the committee. Secretary Ministry of Overseas Pakistanis Khizer Hayat told the PAC that in the previous government such conditions were incorporated in the property deals with the only purpose of minting the money. PAC member Dr Azra Fazal objected on some of the remarks of the secretary. In the meanwhile, Chairman PAC Syed Khursheed Shah stressed the need for the separate Secretariat of the PAC saying that he has also written a etter to the Speaker National Assembly in this regard. “We asked the NAB and FIA for inquiry of any matter but they took several years and in the meantime stay orders come from the courts,” he added. Mehmood Khan Achakzai said when the Parliament is weak then the PAC will also be weak.
