The National Assembly’s Standing Committee on Law and Justice constituted a sub-committee headed by the PPP’s Naveed Qamar to prepare the required draft changes in the NAB law for enactment by parliament. The sub-committee includes members from PTI, PPP, PML-N, MQM and JUI(F). PTI’s Dr Arif Alvi, who is a member of the sub-committee, when approached told The News it was expected the sub-committee will complete its job within a few weeks’ time. Dr Alvi said that he had proposed certain changes in the NAB law, including doing away with the provision of plea bargain, appointment of chairman NAB in line with the procedure adopted for the appointment of chief election commissioner and the presentation of a detailed annual report to parliament by NAB. The senior PTI leader explained that during the discussions in the Law and Justice Committee on his proposed changes, the government representatives, including Law Minister Zahid Hamid and PM’s Adviser on Law Barrister Zafarullah Khan, contended that the government was also keen to improve the NAB law. Alvi said that following the government’s willingness, the committee decided to set up a sub-committee under Naveed Qamar to come up with consensus draft changes in the NAB law. Dr Alvi said that his party does **t want a compromised and weak anti-corruption body but a neutral, robust and powerful entity which without any fear and favour could question any corrupt irrespective of his influence and authority. Sources in the Law and Justice Committee are **t sure whether the sub-committee will be able to get consensus on changes in the NAB law and that too in a few weeks’ time. However, this is considered a positive development for institution building and reformation of existing institutions. Despite the PML-N and PPP’s commitment under the Charter of Democracy, signed almost nine years back, to give this country a robust and neutral accountability committee, both have failed to ho**ur their words. The PPP, during its last government, initiated work for the preparation of a consensus accountability law but the two parties did **t agree on any set of proposed law. During the PPP’s tenure, the PPP and PML-N held different meetings to reach a consensus on the matter. However, during the last three years of the PML-N’s present tenure, the government did **t invite the opposition even once to discuss this issue of high importance. Corruption is considered one of the major problems confronting Pakistan.
