ISLAMABAD: The Prime Minister’s ****** has become the major stumbling block for the much-needed structural and institutional reforms as **ne of the proposals presented by the Planning and Reform Commission has been approved by the chief executive during the last three years.
After blocking some of the summaries, returning a few others; the Planning and Reform Commission has recently been told by the Prime Minister’s ****** to approach the federal cabinet to get its reforms agenda approved. For those eager to get reforms agenda implemented to improve governance and better the quality of civil service, there is ** idea when the cabinet will meet and how it could be ensured that the Planning Commission’s reform agenda is taken up for consideration. The cabinet meetings are already held rarely. The last meeting of the federal cabinet held in April this year had met after seven months. For the budget approval, an extraordinary meeting of the cabinet was held last month with Prime Minister Nawaz Sharif taking part from London through video-link. Sources said that although the prime minister during the first year of his present term had authorised the Planning Division to prepare structural reforms to improve governance and overhaul the civil bureaucracy, when it comes to implementation of the reforms agenda the PM’s ****** has emerged as the major impediment. The sources said that different reform proposals, prepared through consensus after prolonged discussions with stakeholders, were submitted to the PM’s ****** for the approval of the chief executive but **t even a single reforms related recommendation got the approval. It is said that the proposals referred to the PM’s ****** included recommendations to reforms the Central Superior Services (CSS) exam system, which include enhancing the age limit of the CSS candidates as well as upgrading minimum education qualification. A**ther proposal pertains to introducing specialisation based streams for the CSS exam. A few months back, the proposal for seeking two-year extension in upper age limit for the CSS candidates was disapproved by the prime minister after which the Planning Commission and Reform Division again approached the prime minister. The premier was given a presentation following which the Planning and Reform Division was told to approach the cabinet. The Planning Commission also prepared a strategy to overhaul the training programme for the civil service but here too it did **t get the required approval. After initial discussion with the prime minister, the Reform Division also prepared “Performance Contract” with 11 ministries. The purpose of this proposed reform was to fix goals for each ministry to ensure that every year each ministry’s performance is evolved on the basis of set targets. This proposal **w also has to go before the cabinet, which ** one k**ws when will meet to discuss the reform agenda of the government. A**ther proposal which faced the PM ******’s blockade, relates about changing the promotion system in the civil bureaucracy besides reforming the performance evaluation system of the government servants. After a ****** of meetings, the Planning and Reform commission also prepared a restructuring plan for the Establishment Division besides proposing human resource function for each and every federal ministry and division. This proposal too has to go the cabinet for approval. The government is spending millions every month on reforms. There is a full fledged wing working in the Planning and Reforms Commission on 22 different areas of structural reforms.
