ISLAMABAD: The Khyber Pakhtunkhwa government that always beats the drums of strictly toeing the policy of merit and transparency is found to be involved in breaching the much-touted ‘guiding principles’ while appointing a person as chief executive ******r (CEO) of Pakhtunkhwa Energy Development Board (PEDO), who is alleged to have been k**wn for his Engro link with one of the top Pakistan Tehreek-e-Insaf (PTI) leaders.
Interestingly, the blue eyed person who is **w calling the shots as CEO Pedo was on fifth number in the list of shortlisted applications for the coveted post. The list of shortlisted applications available with The News clearly mentions that he earned zero marks in relevant higher education and in toto got 52 marks, but four other candidates that include Abdul Latif, Abdul Malik Memon, Bahadur Shah and Amin Khalil each earned 55 marks in total, as they possessed **t only the requisite qualification, but also the MSc engineering in the head of higher education, but they were **t selected. The first four candidates who had requisite qualification of BSc electrical, civil and mechanical along with higher education of MSc electrical, engineering and mechanical were ig**red, but Akbar Ayub Khan, MBA, with ** higher education was made the CEO k**wing the fact the he had never run any company pertaining to energy sector as CEO. However, Akbar Ayub has seven-year experience as chief financial ******r. Of the first four candidates, the document reveals, Abdul Malik Memon had over three years experience as CEO of power sector entity and Bahadur Shah possessed five years experience as CEO, but unfortunately they became the victims of favouritism and gross violation of merit. A copy of CV (curriculum vitae) of Akbar Ayub Khan, which is available with The News, unfolds that he had never been CEO of any company dealing with power sector. However, he had been chief financial ******r in Evancoon Ltd -- subsidiary of Engro Chemical Pakistan Limited, Lahore during the period from May 2003 to January 2006. Akbar Ayub also worked with Engro Chemical Limited, Karachi as senior business analyst in dealing with urea business. Akbar Ayub has also been head of finance in Pakistan ******* Company during Jan 2006-**v 2007 period. He also worked as commercial finance controller in British American ******* Japan (BATJ) during Aug 2010-Oct 2011. He also has the experience of working as finance director in British American ******* from **vember 2011 to July 2012. He also held post of finance director in Abbot Laboratories dealing with pharmaceuticals from August 2012 to September 2014. He also managed to get some months experience as chief financial ******r in KP Oil and Gas Company Limited. Adviser to KP CM on Information Mushtaq Ghani said the provincial government is **t involved in any violation of merit as ** one can even imagine breaching the merit under leadership of Imran Khan. He forcefully denied that the provincial government is involved in selecting CEO Pedo, saying the selection committee selected the CEO irrespective of any political affiliation. Akbar Ayub, when contacted, admitted that in initial stage he got only 52 marks based on required postulates of the criteria which include requisite qualification, higher qualification, experience, but in interview stage he excelled and was included in first 18 shortlisted candidates. The HR committee of Pedo then interviewed the shortlisted selected six candidates. Then selection board conducted the full-fledged interview of six candidates and selected three out of them. “The same board put my name at the highest among three candidates. This is how I got selected,” he explained. More importantly, Akbar Ayub said, he was hired in the end. “The KP government hired me and it has selected me through a laid down procedure, so the provincial government is responsible in selecting me for the post of CEO Pedo,” he said. When questioned about the dearth of relevant experience as CEO in any energy related firm, he admitted that he has never been CEO of any company pertaining to energy sector. However, he argued that he has seven-year experience of being chief financial ******r in various companies. “This is my strong point because of which I was selected,” he said. He claimed the Pedo under him has carved out a plan to generate 668MW electricity for which 56 proposals have so far been received with financing of $2 billion. In addition, Asian Development Bank has in principle agreed to provide credit line of $2 billion. “We are still in talks with ADB to this effect,” he said. When asked if Asad Umar, top PTI leader, who has once been top man in Engro, has lobbied for him to get the CEO Pedo job, Akbar Ayub said he never played any role in his selection and Asad Umar was unk**wn to him when he was in Engro. He said he was in junior cadre to Asad Umar in Engro.
