افتراضي Pakistan exultant over Indian failure to enter NSG

ISLAMABAD: Pakistan is more exultant over failure of US-backed Indian bid to get membership of the Nuclear Suppliers Group (NSG) than it feels edgy for a similar treatment by the elite atomic trading club to it.

Nearly, a dozen members of the NSG with China in the lead stood for a principle and effectively blocked India’s entry in the NSG. Thus, they refused to accord preferential treatment and exclusive exemption to New Delhi, bending its rules only to allow New Delhi membership. Had the NSG violated the principle, it would have set an unhealthy precedent and paved the way for other countries, which are **t signatories of the **n-Proliferation Treaty (NPT), to become members of the bloc.

If India had been successful in making its entry into the NSG, the Nawaz Sharif government would have come under scathing attack from its rivals, who would have liberally accused it of incompetence and goof-up. Already, they are harping on the theme that the foreign policy was a big disappointment. The administration would have come under mounting pressure if India had made it to the club.

China effectively spearheaded the opposition to the Indian attempt. Just its ** was e**ugh to nail the Indian effort because decisions in the 48-member international nuclear trade cartel are taken unanimously and **t on the basis of majority. However, Brazil, Russia, Mexico, Italy, Romania, Belarus, Turkey, Austria, Ireland, Belgium and New Zealand were also strong critics of extending concessions to India when the NSG held its annual plenary meeting in Seoul. So, the opposition was **t confined to China alone.

Pakistan, which had also applied for the NSG membership a few days after India had done after their nuclear detonations in May 1998, has always resisted signing the NPT. It is also a **n-signatory of NPT like India.

A couple of weeks before the Seoul meeting, Pakistan intensified its diplomatic efforts to nail the Indian diplomacy and talked to some NSG members.

The United States has given a great push to India’s entry in the club. It got a fillip when Prime Minister Narendra Modi visited Washington a few weeks before the Seoul meeting. President Obama extended unequivocal support to Indian membership of the NSG.

Pakistan is obviously beholden to China for preventing admission of India in the elite grouping. However, it is **t only because of China’s love for Pakistan that Beijing frustrated New Delhi’s dream. Since the US keeps propelling India in every field to stand up to China in the region, Bejing has to thwart Indian efforts to the maximum possible level it can to safeguard its own national interests.

When in future the Indian application for membership will come under consideration in the NSG, Pakistan’s request will also be present for the same purpose. In Seoul meeting, Beijing made a case for Pakistan’s inclusion in the group if the NSG decides to grant an exception to India for its **n-NPT status. It will **t be possible, given the position of many countries including China, for New Delhi to get the membership while being a **n-signatory to the NPT. The Obama administration has just a few months of this year in ******. Its struggle to get India into the NSG is unlikely to succeed in this short period.

The Indian prime minister made concerted moves for the NSG membership. He also met with Chinese President Xi Jinping in Tashkent on Thursday on the sidelines of the Shanghai Cooperation Organisation (SCO) summit to convince him about his NSG bid. ”Make a fair and objective assessment of India’s bid for membership to the NSG on its own merit,” Modi urged Xi.

China said that applicant countries must be signatories of the NPT and added that this is a pillar, **t something that China set. It is universally recognized by the international community.

The NSG was founded in response to India’s 1974 nuclear test, and it has worked for decades to prevent the sharing of tech**logy that could contribute to the further spread of nuclear *******.

President Obama support to Indian bid apart, Senator Ed Markey, a Democrat, has strongly rejected the New Delhi’s aspiration. “By refraining from admitting India, the NSG strengthened both the treaty and the broader global **n-proliferation regime. If India joined the NSG, it would be the only participating government in the organisation that was **t a party to the NPT, weakening the NSG’s commitment to the treaty.”

India already enjoys most of the benefits of membership under a 2008 exemption to NSG rules granted to support its nuclear cooperation deal with Washington.
