Ruth Davidson’s performance at the BBC’s EU referendum debate ******* any doubt: the Scottish Conservative leader is much more than a Scottish politician. She’s **w a player on the political stage, someone more than comfortable going head-to-head with the likes of Boris Johnson (though “likes” is probably the wrong word there, since she clearly doesn’t like Johnson). Her starring role in the debate has implications that go well beyond the referendum. This was probably the most-watched political event of the year so far, where many people who **rmally ig**re politics would have seen Ms Davidson for the first time. Yes, she arrived at Wembley with a pretty impressive CV: leading the Conservatives to finish ahead of Labour in Scottish election is a far more impressive political achievement than most people in England realise, **t least since the Tory rise in Scotland also denied the SNP a Holyrood majority and thus killed any chance of a second independence referendum — deals don’t come much bigger than that. But I’m biased since I used to be Scottish, professionally speaking. But most people in England had more or less ** idea of who Ms Davidson is or what she can do. And there was **thing inevitable about her strong showing at Wembley: she could easily have wilted, and quickly been written off a**ther provincial who couldn’t hack it in the big leagues. So introducing herself to the wider UK electorate with such confidence naturally gets people talking. And when political people talk, they talk about jobs. So if you listen to the bookies, and some Conservatives, Ms Davidson is **w a serious contender for the Tory leadership, sooner or later. (She’s only 37: ** need to rush, some would say.) Well, maybes aye, maybes **, as someone once said. There are all sorts of questions about a possible Davidson leadership, including how she goes from Holyrood to Westminster, whether she actually wants it, and whether the English will actually accept a Scottish PM again. That’s all for a**ther day. In these deranged days, it’s hard to remember, but there is more to life and politics than Europe It’s also, in a certain sense, irrelevant. Because Ms Davidson is going to be important and interesting whether or **t she ever comes within a mile of the Conservative leadership. As I’ve written before, even quite a lot of Tories think that Europe is **t, in fact, the most important or interesting issue in British politics; some are quite keen to talk about something else. They’ll get their chance soon e**ugh, because, inevitably, the party is going to go looking for a new leader in this Parliament. That leadership process will, with a bit of luck, be about much more than personalities and CVs. It will be about the purpose and nature of the Conservative Party itself. Simply, the party is overdue in answering one question: what does it mean to be a Conservative in the 21st Century? By that, I mean how do Tories see and respond to things that look like being lasting elements of modern eco**mic life: mass migration, growing global competition, automation, an ever-more footloose labour market that means job security is an almost meaningless concept. How does the party of business and enterprise defend and promote capitalism in an age when many seem to regard big business with suspicion and even hostility? (Do Tories even want to make that defence? It was **table at Wembley that Boris Johnson lapped up the applause Leavers got for lambasting the EU for promoting the interests of big business, a them Vote Leave has pursued with enthusiasm. Is backing business a bad thing **w for Conservatives?) Then there’s inequality, of wealth and opportunity, social mobility and the lack of it, where a growing body of evidence suggests that educational and professional success are more like hereditary assets than a reflection of a person’s talent and effort. In that world, what should Conservatives do to promote Conservative goals?
