افتراضي PM rejects extension to PTA chairman

ISLAMABAD: Prime Minister Shahid Khakan Abbasi has rejected a summary for granting extension in tenure of Pakistan Telecommunication Authority (PTA) chairman Dr Ismail Shah and Member Finance Tariq Sultan and directed the Cabinet Division to advertise vacant posts for selection of talented professionals.
During the tenure of the outgoing PTA chairman, who had completed his four years term recently, the country sold out much-awaited spectrum auction of 3G/4G technologies in transparent manner, resulting into pouring multibillion dollars investment into telecom sector of Pakistan. However, the quality of services remained major problematic area despite impressive growth in penetration and outreach of data services.
According to official letter written by Fawad Hasan Fawad, Secretary to the Prime Minister, Shahid Khakan Abbasi, a copy of which is available with The News, states that the prime minister has seen and is pleased to observe that the purpose of contract appointments is to ensure that the government retains the option to seek more qualified and better human resource from the market on the completion of the tenure particularly in a fast developing sector like Telecom Sector in Pakistan;
While both the chairman and member (Finance) have performed fairly well, development in the Telecom Sector in Pakistan in the last four (04) years has also brought a large number of outstanding professionals in this sector back to Pakistan who did not compete when the positions were placed for appointments; and, iii. It is a conscious policy of the government to improve its human resource and also to encourage the Pakistani expatriates to return to Pakistan for performing their role in development of the country.
In view of the above, the prime minister has been pleased to desire that both the positions shall be advertised afresh where present recommendees may also like to compete along with fresh applicants.
However, the sources said that PTA has been working with one Member Enforcement & Compliance. Although he is not chairman of the Authority, but he has started to exercise administrative powers of the chairman such as doing transfer/postings at a time when regulatory matters were pending.
When contacted to PTA?s Member Compliance & Enforcement Abdul Samad said on Wednesday that the posts fell vacant and the Cabinet Division could reply about exact plan that when they were going to advertise these posts. He said that under the existing act, he possessed full powers to issue regulatory orders related to compliance and enforcement. To another question about 5G, he said that the preparatory work on this account was underway at the moment.
On September 30, 2013, the former Chairman, PTA, Dr Syed Ismail Shah and Member (Finance) Tariq Sultan had assumed the charge of their respective posts.
Earlier, Dr Syed Ismail Shah was appointed member (Technical) and given acting charge of the PTA chairman. Dr Syed Ismail Shah possessed an Engineering Bachelor?s from Pakistan and PhD in Electrical Engineering from University of Petersburg, PA, USA. He brings with him rich experience of both private and government sector.
Mr Tariq Sultan, who had joined as member (Finance) PTA, remained DG Finance in PTA for several years and had also worked as director general (Revenue Assurance) PTA. He had secured MBA from IBA, Karachi, Master?s in Accounting and Finance from Manchester University and CIMA from Canada. *rejects extension chairman
