ISLAMABAD: The Supreme Court (SC) on Wednesday observed that the government will have to face consequences for its failure in holding a population census in the country.
Heading a three-member bench of the apex court, hearing a suo moto case regarding the delays in the population census in the country, Chief Justice Anwar Zaheer Jamali observed that the government had failed to hold a census in the country even after 18 years for which it will have to face consequences. Appearing on **tice, Additional Attorney General Rana Waqar submitted that Attorney General Ashter Ausaf was abroad and might return in 10 days; hence, he sought an adjournment in the instant case. The chief justice said it was a very serious matter and the attorney general should be present in the instant matter on the next date of hearing, adding that the matter had already been delayed. He further said that a written statement would **t resolve the matter, as the government will have to take practical measures for ensuring a population census in the country. On the last hearing, the court had accepted the plea of the attorney general for Pakistan for more time for consultation with the government for conducting a population census at the earliest in the country. The AGP had submitted that conducting a population census was a sensitive activity which was **t possible without the provision of army personnel, to which Justice Qazi Faiz Isa remarked that if army has to perform duty in the census, then where is the civilian government’s writ in the country? Meanwhile, the Federation, on the behalf of Statistic Division, submitted a fresh report before the court wherein it was informed that the Finance Division had approved Rs14.5 billion in the budget, out of which Rs1,969 million was released. It was informed that preparations for holding a census in March 2016 were almost complete. Field staff was deployed and the training of Master Trainers was started. Preparation of appointment lists for 205,000 enumerators and supervisors was also initiated. The requirement for deployment of the armed forces at man to man level with the census staff was assessed, which was discussed with the Ministry of Defence and the army authorities. However, they showed their inability to provide the requisite number of army personnel for the census due to their involvement in other defence related tasks. The report said that the Pakistan Bureau of Statistics (PBS) apprised the CCI meeting, which took place on 29th February 2016, about the **n-availability of armed forces. The meeting decided that the census could **t held in March 2016. A future census schedule may be decided in consultation with the provinces and the armed forces. It was submitted the Balochistan government’s concern on enumeration of Afghans as it was informed that Afghans living in the camps would **t be numerated as their data was already with the UNHCR. Those living with the common population would be segregated as **n-Pakistanis. The report said that the Khyber Pukhtunkhawa was apprehensive about the enumeration of Temporarily Displaced Persons, who have been shifted to other parts of the country during the Operation Zarb-e-Azab. The PBS was informed that a separate form would be developed on which the data regarding the TDPs will be obtained. The Population and Housing census data is used in the delimitation of seats of national and provincial assemblies. It provides a basis for political representations in the National Assembly. It informed that the deployment of armed forces is necessary for several reasons. It said that the first four censuses i.e. 1951, 1961, 1972 and 1981 were held without the army.
