Motorway Police report narrates details of the ‘assault’
ISLAMABAD: The ISPR on Monday an**unced that an inquiry has been initiated into the Sept 10th Motorway incident in which some army ******rs were alleged to have beaten, forcibly taken away and put under illegal confinement some Motorway Police officials over enforcement of traffic laws by the latter. Terming the event as “sad”, the ISPR said that the incident of scuffle between officials of the Motorway Police and two young army ******rs was being inquired. “Law will take its course in disposing the case and justice will be done,” assured the ISPR. The ISPR statement refers to the incident as a “scuffle” whereas the Motorway Police dubbed it as an “assault” on the police by some army ******rs. Although, the mainstream media generally ig**red or underplayed the incident, the social media focused on the issue and shared some disturbing photos of the incident where a Motorway Police ******r grabbed by uniformed soldiers was being thrashed by a young man in civil dress. Many in the social media demanded of the army chief to get the issue inquired and punish those responsible. It is said that the alleged misconduct of a few armymen caused embarrassment for the institution. The ISPR statement did **t get into the details of what happened on Saturday last. However, the Motorway Police report on the incident is available and reproduced below. According to the “Incident Report”, sent to IG Motorways by Ahmad Mukhtar Khan, Zonal Commander of the Motorway Police (**rth), Islamabad, “Sector Commander **rth-I has reported that on 10/09/2016 at about 1400 hours, the ******rs of E-I SI/PO Atif Khattak and SI/PO Nasir Khan were on their routine patrolling duty near **dia when they were informed through a wireless message by APO Jalal Shah that one Corolla Car bearing registration **. LED-776 and a**ther Honda car, bearing registration number UA-916 were being recklessly driven on the south bound carriage way approaching Jahangira. The ******r of Eagle-I, SI/PO Atif Khattak signaled the above mentioned cars at **dia south bound but the drivers despite a clear signal, accelerated the speed instead of stopping. The ******rs followed the cars and stopped them near Itfaq Kanta. In the meanwhile, APO Jalal Shah also reached at the spot on official vehicle IDP-1770. When the ******rs approached to convey the drivers about their violation of law and to issue ticket, the two drivers became rash and flared up. One of them, who was latterly k**wn as Captain Qasim was armed with 9mm pistol. They alighted from their cars in aggressive and hostile manner and pointed pistol at the police ******rs. The other was identified as Captain Danial. One of them made a mobile telephone call and after a short while 25-26 army personnel in uniform armed with rifles and batons reached on four official army vehicles under the supervision of a Major, later on identified as Major Zafran. One of the vehicles bore **. Broad Arrow 07 GJ 2855. On arrival at the scene, the army personnel assaulted the ******rs with butt and batons. The ******rs of the Eagle-II namely SI/PO Mohsin Toori and PO Qaiser Khan were called, who along with fine collection unit staff namely Shah Zeb and Sher Ali reached the spot. During the assault at the police ******rs, APO Jalal Shah and fine collection unit officials received injuries on vital parts and APO Jalal Shah’s uniform was also torn. Later on the army personnel forcibly took the police ******rs namely SI/PO Atif Khattak, SI/PO Mohsin Toori, APO Jalal Shah and Shah Zeb, fine collection unit in their official vehicles to the Attock Fort along with NH&MP official vehicle IDP-1770 and three SMGs. “In the Attock Fort the NH&MP ******rs were detained for considerable time in wrongful confinement before being released by the intervention of the senior ******rs. SI/PO Atif Khattak, APO Jalal Shah and Shah Zeb were referred to DHQ Hospital **wshera for medico-legal report and treatment. “On the written complaint of SI/PO Arif Khattak, FIR **, 1114 dated 10-09-2016 has been registered under sections 279, 186, 353, 506, 365, 342, 148 and 149 of Pakistan Penal Code in the Police Station Akora Khattak District **wshera.
