phone calls illegally. The ******rs spotted the men in the street as they were using a payphone and were alerted by their suspicious behavior. ******rs approached the men, who began acting nervously, and asked for their IDs. The men were carrying a bag and briefcase and ******rs searched both and recovered 350 mobile SIM cards, which the duo was going to use to make free
