24th Amendment to hardly get through Senate today
The proposed piece of legislation, if and when adopted, will pave way for delimitation of constituencies on the basis of provisional census data. The proposed legislation, needless to say, is crucial to holding of 2018 general election on the basis of fresh delimitation of constituencies. Monday is a private members day; however, the bill is 25th item on the orders of the day. But the situation arising out of the operation against the sit-in at Faizabad and related events elsewhere are expected to be raised prominently during the proceedings. The Senate session was summoned a day after the National Assembly adopted the Amendment last week. However, the proposed legislation could not even be taken up in the Senate as the minimum 69 members were not found to be present for its passage. A two-thirds majority vote is mandatory for pushing through a constitutional amendment. A 12-member delegation of the Senate?s CPEC committee is also leaving for China Tuesday, which previously was to fly to Beijing three days earlier but it was cancelled in view of the bill that was not listed on the orders of the day for Friday. The Pakistan People?s Party (PPP) with its 27 senators, which commands majority in the 104-member House, is adamant on having a third part audit of provisional results of the census. The party wants a tangible assurance in this connection that has not been hitherto given to it. ?We have technical issues that needed to be looked into. But unfortunately, there has been no positive response from the government so far. We want de facto method of audit through a census commission, consisting of reputed demographers,? said PPP parliamentary leader in the Senate Taj Haider, when The News approached him on telephone. He explained there were technical issues that had to be addressed first before seeking our support for the bill. He pointed out that the survey conducted last year in Sindh showed family size of 6.6 persons, which was recorded 5.6 persons this year. Likewise, he noted the factor of aliens and migration was also not taken into account during the census. Senator Taj Haider said the Pakistan Bureau of Statistics even insisted on audit of one per cent of the census blocks, whereas the PPP had been demanding audit of five per cent. He said there were indications that the government was backtracking on the commitment of re-verification of five per cent census blocks. He cautioned that it would be an exercise in futility if the third party audit were to be conducted by those responsible for the flawed census. The Senate has so far held four sittings since November 17, but it failed even to consider the bill. And, it is being anticipated Monday will also be no different.
