In Part I, I wrote about meeting late Interior Minister Prince Naif Bin Abdul Aziz and asking him when the male guardianship system hanging over women?s heads would end and when women would be allowed to travel without the permission of a male guardian. At the time, Prince Naif told me that women who had reached the age of 40 were allowed to travel without permission according to the law. Why do Saudi women still have to have a mahram when they travel although it is safer today to travel than it was before? Why is a 21-year-old man allowed to apply for and renew his passport or travel to a**ther place without his guardian?s approval?
