House bill seeks establishment SPEDA lawmaker has filed a bill seeking to require public schools to establish their own special education (SPED) centers. In his House bill 74, or the proposed "Act Establishing Special Education centers for Children with Special Needs in all public Schools," Quezon City Representative Alfred Vargas proposes at least one SPED center in each school division and three centers in big school divisions. ?Children have a right to education regardless of any difficulties or differences they may have," Vargas said in a statement. "This right is granted not only by the Philippine Constitution but also by the Magna Carta of Persons with Disabilities and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) ratified in the country in 2008,? he added. Vargas, citing data from the Department of Education, said only two percent of the 5.49 million children with special needs receive government assistance, while 97 percent of those whose ages are between seven to 12 are not in enrolled in schools. Fearing that their children with special needs will be bullied or discriminated, some parents opt to keep them out of school. ?In addition, drop-out rates among children with special needs are relatively high because special education is often too expensive for an average Filipino family. As a result, most parents find it difficult to send their child to school,? Vargas added. Under the proposed measure, the SPED centers will provide inclusive education and learning for special children to help them overcome their challenges in dealing with their peers. The bill, if enacted, will also provide formal training and counseling programs for parents, siblings and caregivers. The DepEd will also be directed to prepare schemes for the financial and medical requirements of indigent children with special needs to help them in their financial problems. Private institutions will also be allowed to partner with government agencies to advance the education and rehabilitation of these children. ?The SPED centers should ensure that children with special needs fully develop their potentials towards self-sufficiency and become more effective partners in the affairs of the country,?
