Opposition walks out of House against
legislation through ordinances

ISLAMABAD: The National Assembly on Wednesday passed a resolution to condemn the execution of Jamaat-e-Islami (JI) leader Mir Qasim Ali by the Bangladesh government.

“This house strongly condemns the execution of Jamaat leader Mir Qasim for taking side with Pakistan during the 1971 war,” the resolution moved by JI parliamentarian Sher Akbar Khan said.

The House reiterated that execution of JI leader was also a violation of a tripartite agreement signed between Pakistan, Bangladesh and India. The agreement stated that ** country would repeat incidents of the 1971 War.

Through the resolution, the National Assembly demanded of the Pakistan government to take up the issue of execution of opposition leaders in Bangladesh at the international level. “Our government should also seek an explanation from the Bangladesh government for repeating incidents of 1971 tragedy,” the House said.

Meanwhile, addressing a press conference here on Wednesday, the JI Secretary General Liaquat Baloch said the Jamaat-e-Islami leadership has been a major hurdle in turning Bangladesh as a colony of India. He also questioned silence of the Pakistani government over the issue saying such an attitude of rulers was against the national interests.

Baloch said the Hasina Wajid government was committing severe violations of human rights while crushing its opponents in Bangladesh. “The Pakistan government should raise this issue of connivance of Bangladesh and India,” he said.

He said JI central Ameer Senator Sirajul Haq will lead a protest sit-in in front of the Prime Minister’s Secretariat on Thursday after**on against the silence of Pakistan rulers over executions of lovers of Pakistan in Bangladesh.

Meanwhile, the opposition parties staged a walkout from the National Assembly against the government’s move of laying the Tax Laws (Amendment) Ordinance in the House.

As the Parliamentary Secretary for Finance, Rana Muhammad Afzal, laid the Tax Laws (Amendment) Ordinance under Article 89 (2) of the Constitution, the opposition members walked out of the House, advising the government to close down the factory of ordinances.

Opposing the ordinance, the PPP Parliamentarian, Syed Naveed Qamar, said the government was undermining power and supremacy of Parliament by issuing ordinance during sessions of the two Houses. “It is mandate of Parliament to pass the budget and carry out legislation,” Naveed Qamar said.

The PPP member said that they did **t oppose ordinances if there is an emergency, but the Tax Laws (Amendment) Ordinance for the sake of mini- budgets was **t acceptable. “The incumbent government is using powers like Mughal emperors,” he said, adding the democratic government should run the country’s affairs in a democratic way.

Aftab Khan Sherpao of the Qaumi Watan Party and Ghulam Ahmad Bilour of the ANP, said the government was issuing ordinances every month which was **t a good tradition. “It is **t a good tradition to issue ordinances when the two Houses of Parliament are in session,” they said.

Ex-Speaker Dr Fahmida Mirza said Parliament should be allowed to work and execute its legislative business, and factory of the ordinances be closed.

Parliamentary Secretary for Finance Rana Afzal, while defending the ordinance, said that it was necessary to promulgate the ordinance to save the time of tax payers. He said the government has ** intention to bulldoze the ordinance by using numerical strength.

According to the statement of objects and reasons, the ordinance provides adjustment of provincial sales tax paid on services as an input tax against the output tax liability under Sales Tax Act 1990, to reduce cost of doing business in the country.

"The ordinance is meant to remove the ambiguity in exemption from withholding tax at the time of sale of immovable property by the dependents of Shaheed belonging to Pakistan Armed forces,” it said.

It provides to promote Shariah compliant products and to bring parity between conventional term finance certificates (FCs) issued against securitisation of receivables in special purpose vehicle structure and Shariah complaint companies issuing Sukuks against fixed assets under Sukuk regulation 2015,” it said.

According to an amendment to the Income Tax Ordinance 2001, tax shall be imposed on every person who receives a return on invests in ‘Sukuks’ from a special purpose vehicle. Meanwhile, the Minister for Law, Zahid Hamid, told the House that anti-rape bill has been prepared which will be put before the joint sitting of Parliament for approval.

He said that the government is implementing the action plan on human rights. Under this plan, an endowment fund for legal aid to poor victims of human rights violations is being established at a cost of 100 million rupees.

Responding to a calling attention **tice, moved by Shakila Luqman and others, Parliamentary Secretary for Housing and Works Syed Sajid Mehdi informed the House that work on Bhara Kahu Housing Scheme will be started within one month.

He said that the land for the first phase of the project was purchased in 2009, but it got delayed due to the suo moto **tice taken by the Supreme Court and objections raised by some other organisations. He said offer letters for 2,500 plots will soon be issue, adding the process has also been started to purchase land for the second phase of the Bhara Kahu scheme.
