students of Himachal Pradesh University (HPU), which is facing stiff opposition from student bodies after implementation of RUSA (Rashtriya Uchhatar Shiksha Abhiyan), today alleged that 98 per cent failure in the first semester of undergraduate colleges was "shocking and unprecedented".
