Alternate, Renewable Energy Policy 2019: Sindh berates Centre for not consulting Chie
 
ISLAMABAD: Sindh came down heavily on the Centre for not consulting it prior to attempt of tabling the draft Alternate & Renewable Energy (ARE) Policy 2019 in the Council of Common Interests (CCI) and to this effect Chief Minister Murad Ai Shah asked Prime Minister Imran Khan to direct the Ministry of Energy (Power Division) to desist from unilateral submission of the summary in Council.“It is feared that any unilateral or attempt to introduce the draft ARE Policy 2019 directly in the CCI without prior consultations with the government of Sindh and incorporation of its views in the summary and in the draft policy may ruin the very purpose of the new policy,” the chief minister said in a letter to the prime minister.The letter referred to para 4 and 5 schedule II of the rules of procedure of the CCI 2010 that prescribe a detailed manner of submission of cases to the Council where in the summary for the CCI shall first be shared with the provinces and in case of difference of opinion, the point of difference should be stated in the summary. Moreover, provinces should furnish their comments or views on the summaries for the CCI, circulated for the purpose within two weeks.According to the copy of the letter of the chief minister available with The News, the Sindh government believes that draft ARE Policy 2019 is an important policy document for the development of the renewable energy sector in the country. Sindh is naturally blessed with bright sunshine throughout the year which is highly suitable for solar energy and Gharo-Jimpir-Jamshoro Wind Corridor which is the only viable wind corridor in the country.The government of Sindh shared detailed comments and views on the draft of policy prepared by AEDB during its board meeting chaired by Minister Energy Omer Ayub. However, those were not incorporated. It is therefore in national interest that the views of the government of Sindh shall be incorporated in the draft ARE Policy 2019.The letter said Sindh has made intensive efforts under defunct ARE Policy 2006 for the promotion and the development of affordable renewable energy in the country. For the development of renewable energy sector in the province, Sindh has established Sindh Transmission and Dispatch Company (STDC) which is Pakistan’s only licensed provincial grid company under NEPRA Act 1997. “It is feared that any unilateral or hasty attempt to introduce the draft ARE Policy 2019 directly in the CCI without prior consultations with the government of Sindh and incorporation of its views in the summary and in the draft policy may ruin the very purpose of the new ARE Policy 2019,” said the letter.
