Cuomo budget teases MTA reforms but provides no specifics
 

ALBANY ? After all the teasing, Gov. Cuomo?s budget plan unveiled on Tuesday does not outline plans to restructure an MTA he has argued is a bureaucratic nightmare.

Instead, Cuomo said he will work with the Legislature ?to establish clear authority over the MTA.?
