Wind chill
 

Just how much would you expect wind chill to affect unrugged horses. 4 inch fur should be enough to keep them warm without rugs but if its wet and windy would anyone rug them. Note I do have rugs but am reluctant to use them as I use winter to reduce weight and let them relax and grow on Rugs are new in the original bags so are easy to get to for the last few years they havent needed rugs as it has been dry cold or mild and wet
