Horse keeps jogging on the long reins
 

So as the title suggests , my horse is in rehab and keeps jogging on the long reins! I've tried turning him back every time he jogs, activating him into trot and back to walk, also driving him. into the fence or hedge beside us!! Any tips please as he needs to be walking correctly for his rehab and for my sanity!!!
