ECP forms five bodies to complete delimitation process by May 3
 
ISLAMABAD: The Election Commission of Pakistan on Friday geared for the delimitation of constituencies and formed five committees to this effect aiming at completion of the process by May 3 next year.
Talking to journalists after the hurriedly-summoned meeting here at the Election Commission Secretariat, the Commission Secretary Babar Yaqoob Fateh Muhammad said that 45 days had been fixed for delimitation of constituencies and submission of draft proposals on form-V before the Election Commission (January 01, 2018-February 28, 2018).
Provincial election commissioners, chief secretaries of the provinces, along with Secretary Pakistan Bureau of Statistics and Chairman National Database and Registration Authority attended the meeting, besides senior commission officials. The meeting was presided over by Chief Election Commissioner Justice Sardar Muhammad Raza Khan.
He noted that the Election Commission had begun preparatory work on war-footing on delimitation of constituencies and said that the provincial governments and the Pakistan Bureau of Statistics had been asked to share maps and other material by January 10. He added the sooner these documents would be provided, the better would it be.
From today, he pointed out, it had been decided to freeze revenue limits and that now there would be no change in district, tehsil or council limits. Likewise, there would be no change in voter lists after May 05 next. He said President Mamnoon Hussain had not so far given his assent to the 24th constitutional amendment and noted it would become an act only after his signatures put on and then they would get the census provisional date to carry out delimitation of constituencies then.
The Senate had passed the bill on December 19 after the government managed to clinch an agreement with the opposition, particularly Pakistan People?s Party, whereas the National Assembly had adopted the bill in November.
About delimitation activities tentative timeline, he explained that the publication of draft delimitation for inviting proposals and objections would be from March 05 to April 03 (30 days) and disposal of proposals and objections by the Election Commission would be completed and official publication of delimitation would be conducted within 30 days from April 4 to May 3.
Moreover, preliminary electoral rolls would be put on display would be from March 6 to April 4, whereas disposal of claims and objections and applications for corrections, 40 days had been fixed i.e. from March 6 to April 14 next year.
In the meeting, the Election Commission decided that with mutual consultation, the provincial election commissions and the Pakistan Bureau of Statistics would determine the number of persons for verification of electoral rolls and the bureau would make it sure that the required staff would be made available so that the revision of rolls cold be completed in stipulated period.
Provincial governments and the bureau would also make sure that the Election Commission would get maps and other documents by January 10, including officially printed census data and notification of statistical charges, circles and blocks, urban areas maps (having statistical charges and circle blocks details), which will include metropolitan corporations, municipal corporations, municipal committees, town committees; soft copies of maps and their details.
Replying to a question Babar Yaqoob said the date of elections could not be given at the moment. It is pertinent that the term of the incumbent National Assembly would be completed by May 31 next. The previous general election was held on May 11, 2013.The meeting decided that it was responsibility of the respective provincial governments to install CCTV cameras at all the most sensitive polling stations and that the costs would be borne by them. Provincial election commissions and the chief secretaries would mutually determine the number of buildings, which needed to be repaired, whereas the responsibility of repairs would rest with the provincial governments.
