Sindh govt decides to abolish Removal from Service Ordinance 2000
KARACHI: The Pakistan Peoples’ Party (PPP)-led Sindh government has decided to abolish Musharraf-era law ‘Removal from Service Ordinance (RSO) 2000’ from the province.
The said dictatorial law had been eliminated from the federal and all three provincial levels some seven years ago, but the PPP that eliminated the law from the federal level in 2010 did **t remove this law from Sindh and wanted to keep some one million employees of the Sindh government under the sword of this law, which did **t provide the employees even the opportunity of defence and communicate their point of view. On Saturday, Advocate General Sindh Barrister Zameer Hussain Ghumro wrote a letter, a copy of which is available with The News, to chief secretary Sindh and secretary Sindh Law Department to bring the issue of ‘repeal of RSO 2000 from Sindh’ under the consideration of Sindh cabinet. AG Ghumro in his letter gave details that the law had been repealed from the federal level in 2010 and also from all three provinces and in the larger interest of employees of Sindh government this law should also be repealed from the province. AG Ghumro told The News that this matter was under consideration and all is set to repeal this anti-worker law from Sindh and hopefully in the coming session of Sindh Assembly this law would be repealed. This matter was pointed out by The News and Jang in 2014 and then in 2015 and then a detailed story was published on May 29 “Sword of RSO 2000 hangs on one million employees in Sindh” and the next day Geo also reported this issue. After the publication and telecast of this important issue, the Sindh government came under pressure as people from all walks of life criticised it and resultantly it was decided to abolish this law from Sindh. The law came into force in 2000 when Musharraf revoked service rules ‘Civil Servants Rules (Efficiency and Discipline E&D Act 1973’ only to compel the bureaucracy and government officials to obey his illegal and irregular orders. The RSO 2000 gives special powers to higher authorities of the government to punish and terminate services of the civil servants without giving them legitimate opportunity of defence.
