Saudi in appearance, foreigner in reality
 

When we talk about unemployment and the scarcity of job opportunities, the issue of expatriates controlling the labor market in the private sector comes to the surface. Few years ago a friend of mine working in banking operations for one of the big and famous Saudi banks told me that during a telephone conversation with an official from the Saudi Arabian Monetary Authority (SAMA) to discuss a problem involving a client, the official asked him the name of the head of the banking operations division. He explained to him that under SAMA rules, all section heads at the Saudi banks should be Saudi nationals. He said these expatriates obtain special favors from the salesmen of wholesale companies who are their compatriots.
