SC summons ECP, Nadra on missing*record of 29 polling stations

NA-110 Sialkot case

ISLAMABAD: The Supreme Court (SC) on Tuesday summoned the secretary Election Commission of Pakistan and officials of the National Data Database and Registration Authority (Nadra) in the NA-110 Sialkot case.

The apex court summoned the ECP secretary to explain the missing record of 29 polling stations of NA-110 while Nadra officials were summoned in connection with the counting of votes and forensic report.

Dr Babar Awan, counsel for Usman Dar, while appearing before a three-member bench of the apex court headed by Chief Justice Anwar Zaheer Jamali, contended that **n-verification of fingerprints of voters means that somebody else polled the votes. He further submitted that a total of 29 polling stations record was missing. He requested the court to ask from the ECP about whereabouts of 29 polling stations' record.

During hearing the case, Chief Justice Anwar Zaheer Jamali said that the ECP was the protector of electoral material and it should tell where the record of 29 polling stations was. On forensic report, the chief justice remarked that the court could **t consider report false without hearing Nadra’s stance.

The Supreme Court directed Nadra to depute an ******r for interpretation of the forensic report contents on voters thumb verification of National Assembly constituency NA-110 Sialkot. The chief justice observed that someone from Nadra could explain the reason to write word X in the CNIC number whereas a member of the bench of judges said that the Commission had ** stores to keep election material in it.

Pakistan Muslim League-Nawaz (PML-N) leader and incumbent Defence Minister Khawaja Asif was elected as Member National Assembly (MNA) from NA-110 during general election 2013, however, his victory was challenged by Usman Dar of the PTI.

Accepting the plea of Dar against the Election Tribunal in the matter the top court had issued directives to the Nadra for verification of votes in the constituency. In pursuance of the court directives, the Nadra chairman submitted forensic report on June 1, 2016, saying that a total of 147,698 voters were processed through Automated Fingerprint Identification System (AFIS) saying that out of which 102,950 voters could **t be verified due to poor quality of the fingerprints on their counterfoil.

The report further said that Computerised National Identity Card (CNIC) numbers on counterfoils of such votes were valid. Meanwhile, the court adjourned the matter for today (Wednesday).
