PORTLAND, Ore. (Reuters) - Conservationists demanded an investigation on Wednesday after newly released documents suggested the U.S. Fish and Wildlife Service approved a plan to cull 11,000 double-crested cormorants despite k**wing it would **t save threatened fish populations.
