The 79-year-old Blatter is refusing to address UEFA's Congress with his*three rivals for the leadership of football's world body.*Blatter will however speak to the European meeting at the start of the*day in his role as FIFA president. His election opponents, Prince Ali bin Al Hussein of Jordan, a FIFA vice*president, Dutch federation chief Michael van Praag and former Portugal star*Luis Figo, have all been in Vienna campaigning for votes for FIFA's congress*on*May 29.
