SLAMABAD: The government came under scathing criticism from the opposition lawmakers in the Senate on Monday, who alleged one person was allowed first to export wheat and the same person now given go-ahead for its import.
It was a private members day, however, on the request of Leader of Opposition Senator Raja Muhammad Zafarul Haq, Chairman Senate Muhammad Sadiq Sanjrani agreed for a debate on the wheat/flour crisis across Pakistan during the course or proceedings. Opposition Senators blamed the government for the recent incidents of suicides due to poverty and hunger, particularly in Karachi.
Legislators squarely blamed the government for the wheat crisis and rising prices of flour and other essential commodities while demanding of the government to apologise in the House for making fun ofpeople, who were facing the crisis.
Raja Zafar said that the crisis had impacted every citizen and they were cursing the government for price spiral of goods, claiming one person was first permitted to export wheat and then again asked to import it. “We want to know why a person and a particular class was given massive benefit and why was this done,” he noted.
Former minister Senator Pervaiz Rashid charged to fill pockets of a few friends, wheat was exported as well as smuggled and today one roti was selling at Rs17, which was exported to the world for Rs07. He continued along with flour, prices of sugar had also been increased.
“Dollars and profit has been pocketed by those, on whose plane, you travel and those who run your kitchen. There is peace indeed for those in the grave, who don’t snatch a piece of bread from the common man but not for those, who deprive him of it,” he quipped.
He pointed out when Pakistan had produced surplus wheat, then why it had to face crisis today…why people facing starvation, who was at fault, as he continued onslaught on the government, some treasury members and a minister left the House. “I am cutting short my speech in protest, as the treasury members are exiting from the House,” he remarked.
Jamaat-e-Islami Senator Sirajul Haq said “Pakistan is an agricultural economy and it is the eighth-largest wheat producing country in the world. But despite this, the people of Pakistan are desperate for roti. What is cruel is that a federal minister, standing among people, says that people eat more bread in November and December, which has caused the shortage”.
He wondered, “do these people have hearts made of stone a minister had made a joke out of the people of Pakistan. The world is making fun of us, saying people have walked on the moon and in Pakistan, people are waiting in lines for a bag of wheat”.
JI Senator said he feared that people might one day lay siege of those, living in palaces and large residences. He added death certificate fee had been increased from Rs300 to Rs1300 and rate of coffin also increased and asked where masses should go, as they could not afford going to grave now, as suggested by Prime Minister recently.
“There is no doubt that there is shortage of flour and people are in pain but the government has said in categorical terms that the crisis will be over in 2-3 days. We were never ignorant of it. We are not running away, we are here,” asserted Senator Mohsin Aziz of ruling PTI. He blamed transporters strike, provinces-related reasons for the crisis.
Senator Abdul Qayyum of PML-N said that the matter must be proved and those responsible be held accountable and punished, as issuing of mere statements could not mitigate the torture, people had been made to experience. “This House should hold them accountable while sugar issue is also raising its head,” he noted. Senator Muzaffar Hussain Shah of PML-Functional also strongly called for probe into the crisis despite the fact surplus wheat was produced last year.
At one point, opposition senators staged token walk-out from the House on alleged non-serious attitude of the government on the wheat crisis.
Senator Usman Kakar of the Pashtoonkhwa Milli Awami Party retorted the main culprit of the crisis was the anti-people government and those who had imposed it on the people while people had not voted them to power. “They have made life difficult. People haven’t voted for them, which is why they are continuously punishing people,” he said.
He said the opposition should take a stand on the financial difficulties of public but the opposition was not interested in a drive against the government and was speaking against it in the Parliament or in media interaction. “On one side is this cruel regime while on the other is the silent opposition,” he lamented.
Sanjrani sought report from the Ministry of Food Security and the Housing Standing Committee as well as the chief secretaries of the four provinces on Tuesday. Senator Mushtaq Ahmad of JI asked was this the promised naya Pakistan that people were getting everything in much higher rates be it medicines, vegetables, sugar and flour. “After 35 years, we have seen people standing in queues for atta,” he said.
Earlier, another constitutional amendment bill, by Senator Sirajul Haq, proposing formation of a judicial committee, headed by the Chief Justice of Pakistan, two senior SC judges and concerned High Court judges to name Chief Election Commissioner and members of the Election Commission of Pakistan in case of a deadlock. The bill was referred to the House panel concerned though Federal Minister Muhmmad Azam Swati insisted that such matters should be decided by the Parliament.
He also said that the government would do way with the condition of a two-third for approval of any nomination by the parliamentary committee, as it consisted of six opposition members and five treasury while one government member was its convener.
A resolution moved by PML-N Senator Mushahid Hussain Sayed was unanimously adopted, which says, “realizing the grave consequences of the alarming rate of population growth, revealed in the Population Census 2017 in the country and its adverse impact on people and society, recognising the fact that parents not only have the right to freely decide number and spacing of their children but also the responsibility of maintaining a balance between their family size and resources”.The resolution reads, “the House urges upon the government to take all necessary steps in coordination with the provincial governments to bring down the rate of population growth to sustainable level through intensive information campaign and expansion of family planning services in the country”.
