He said he was dis*****ing up to 300 military advisers to Iraq to assist the government in its fight against the radical militant group ISIL.
He left open the option of "targeted" military action in the future, and said the U.S. would increase its intelligence efforts in Iraq to identify targets...
... but he reiterated that U.S. combat troops would **t return to Iraq.
He called on Iraqi leaders to govern with a more "inclusive agenda" to ensure the country does **t descend into civil war...
