The smog systems after the 1968 were easily removed and altered until smog tests came to be. In the 1970's some states implemented various smog mandates but in 1984 you couldn't swap engines unless the engines were smog compatible with the year model the engine was being put into. It's "illegal" to swap engines from one car to another.
