Fly rug help please

I seem to have two non conformists on rug sizes. I have a 39inch Shetland with a deep neck I am currently buying him 4ft 6in rugs but they don't fit well, either the neck is Ok but the chest is too big or vice versa. The second candidate is an overweight (lives on fresh air) ISH, we've gone up a size to 6ft 6in but I've just put on a new horseware bug buster and the belly cover, well doesn't cover. The strap nearest the sheath is at full stretch. I've bought so many bl@@dy rugs that don't fit I am hoping someone here can help. I have to order in due to where I live so have quite a collection now. We have Derby House, Wheatherbeeta, several different horseware ones, Mark Todd and Shires, oh and a ruggles one.
