paper bedding, reviews?

I currently have hunters and megaspread down but i think it could be too dusty. Has anyone used paper? he is a really wet horse so i go through a lot of bedding over winter. Have tried bedmax and really like it but i need 5 bales a week as his stable is about 12 by 24 so its very expensive as it does seem to shrink after a day or two. Pellets/ straw are a no no.
