water restrictions?

The farmer who owns the land our yard is on got a letter from Thames Water yesterday asking them to reduce usage. They are retired so apart from 20 sheep it's the 30 odd livery horses that are the main water users.No one is obsessive over washing or hosing off horses, so usage to date must be drinking. Surely it would be a welfare issue to restrict?The letter didn't say much, but has anyone else come across this?
