Not sure what's next

Any advice would be much appreciated please...my 20 months old horse had OCD surgery end of Jan all went well, I did it all by the book even more as it wasn't safe to turn him out after he's boxrest due to weather, so hand walking was done for two weeks. The outside of the hock started to get puffy, he was due a steroid injection 4 weeks after surgery which we did but after 2 weeks it came back up so we waited a couple of months and re done the injection and he wears a pressure sock over night, but still it's come back and even worse now then before surgery. We x-rayed again to make sure all was ok with the joint and all is fine. The joint is also warmer than the other, it's really eating me up and getting me down, I've maxed my insurance which isn't a problem. Any advice of what could help ? Thanks guys xx
