still hairy!

My sect A pony still hasn't completely lost his winter coat. I normally clip my horses out so don't have much experience of hairy ponies. He did grow a very thick winter coat and where he's able to rub it, it's come out and he's got a lovely fine summer coat. On his back and hind quarters he's still got quite a thick coat despite lots of grooming. Is this usual? He's 9, doesn't show any signs of cushings and is very well in himself, just rather hot and itchy.
