scabby feathers

i have noticed there are quiet a few scabs in his feathers (they have grown out, no blood ect just a bit scabby) they seem to be annoying him a bit as he is itching them and biting them. I smothered them in pig oil today to try and soften them. Is this the best thing to try? does anyone have any other suggestions? He had Detromax injections earlier late last year as i thought it may have been mites but that didn't seem to do anything. I ideally dont want to shave them if i can avoid it.
