ISLAMABAD: The bureaucracy in the Ministry of Science and Technology put on hold 20 to 32 years? old audit pars of irregularities still pending before the Implementation and Monitoring Committee of the Public Accounts Committee (PAC).
The meeting of the Implementation and Monitoring Committee was held with its convener Rana Afzal Hussain in the chair in which audit paras relating to the Ministry for the year 2000 were examined.
The audit officials told the committee that former director general (DG) of the National Institute of Electronics, Rana Ayub, was sacked in March 1999 from the Institute and he availed the official residence for six months which was taken by the Institute on rent worth Rs75,000 illegally.
The paid amount of Rs75,000 was pointed out in 2000 and after the inquiry it was directed to recover the amount but 19 years have passed and the amount was not recovered yet. The officials of the Ministry of Science and Technology replied that the payment of Rs75,000 was made on the directions of the federal ombudsman as the owner of the house has made a complaint to the ombudsman that the rent for six months was not paid to him by the former DG of the National Institute of Electronics. The federal ombudsman accepted the plea of the house owner and directed for release of amount.
Mehmood Khan Achakzai observed that it was not a matter of just Rs75,000 but the stubborn attitude against the state. ?Where this attitude will take us,? he questioned, adding how the amount has not been recovered for the last 19 years.
Examining another audit pars, the audit officials told the committee that Pakistan Council of Research in violation of rules of the Planning Commission paid an amount of Rs72,000 to the project director who was on deputation in 1987 and this irregularity was pointed out in 2002 but it has not been recovered yet.
Achackzai observed that what kind of message was being conveyed that a matter has still being discussed for 32 years. The officials of the Ministry of Science and Technology replied that contacts were made with the project director of that time but he refused to pay.
Rana Afzal Hussain directed to write a letter to AGPR to deduct the amount from the concerned official and Ministry should handle such matters. The Audit officials proposed that responsibility should also be fixed.
In another audit para, the audit officials told the committee that Pakistan Council of Renewable Energy availed an amount of Rs6.7 million from the government for the project of solar energy in the year 2005 under which 3000 units of solar energy were supposed to be installed throughout the country and completion date of the project was 2008.
They told the committee that with the passage of time only 300 units were completed, out of which 100 units were installed in Islamabad while 200 units were kept in store. ?Only 10 percent work on the project done but the department claim that 70 percent work completed on the project and sought another Rs1 million for the completion o fthe project,? the audit officials told the committee.PAC member Mian Abdul Manan questioned that if only 300 solar energy units were completed with an amount of Rs6.7 million, then how could it be possible that the remaining units be completed with only Rs1 million. The committee directed for an inquiry to assess who prepared the PC-1 of the project and submit a report within one month.
