Over reach for welsh A pony

The pony my daughter jumps needs over reach boots for jumping and more strenuous work on the flat but she?s an awkward size, the Shetland size boots fit length wise but don?t fit around and the pony size fit around but are too long. Before we cut up a pair of pony boots to make them fit does anyone have insight on something that may work for her?
