Why does he?

Rufty is rising 25 and lives out during the day and in at night. He is extremely greedy and overnight has 2 large hay nets. The last few days because of the bad weather I have filled his hay rack as well. This is usually ignored. I filled it last night, having transfered what was left to his hay net. This morning hay nets virtually finished, hay rack empty but all dumped on the floor. No hay under nets. Any ideas why he will not eat out of the hay rack and why he will not eat it once dumped on the floor?
