ISLAMABAD: After Tarbela Dam on Friday hit its dead level, Indus River System Authority (Irsa) warned that Pakistan?s two major food and cash crops producing provinces would face water shortage of up to 80 percent in next five to 10 days.
It is worth mentioning that Prime Minister Shahid Khaqan Abbasi is going to inaugurate one of the three units of Tarbela-4 [T-4] having generation capacity of 470MW on March 10, 2018. This unit has already been commissioned on 26th of last month. T-4 has four units having combine capacity of 1410MW.
As Tarbela Dam has attained its dead level of 1386ft, therefore, in the next 48 hours river supplies will be adjusted where Punjab will get 4,000 Cusecs of water from Indus and 14,900 Cusecs from Jhelum-Chenab Zone, Sindh will get 14,100 Cusecs, Balochistan will get 4,000 Cusecs and KP (for CRBC only) will get 2,400 Cusecs, said Irsa spokesman Khalid Rana in an interaction with media.
Irsa once again emphasised that in the backdrop of climate change, reducing capacities of Tarbela & Mangla due to siltation, the water availability situation would remain volatile and the country?s water economy would remain prone to unexpected flash floods and sudden droughts, the spokesman said. The situation demands immediate attention of the planners on war footing construction of at least two mega dams simultaneously.
He said Punjab and Sindh may face a shortfall of approximately 70 to 80 percent in their canal systems in coming 5-10 days which may be reduced in the wake of impending rainfall and enhancement of temperatures being foreseen in the catchment areas. However, seasonal shortages for both the provinces would remain at ± 36 percent, as announced by Irsa at the start of the Rabi 2017-18 season.
Regarding provincial water share during the period October 1, 2017 to February 28, 2018, the spokesman said that Punjab and Sindh received excessive water with respect to allocations made by Irsa while Balochistan and KP received less water despite the fact that both the provinces being smaller are exempted from sharing of shortages. Share allocated by Irsa to Punjab was 10.95maf but the actual utilisation was 11.31maf which is 3 percent of its allocated share. Similarly the allocated share of Sindh was 8.10maf but the province has taken 7 percent extra water and utilised 8.65maf. Balochistan allocated share was 1.08maf however the province utilised 0.98maf which was 9 percent less than its allocated share. Similarly KP allocated share was 0.54maf (for crbc only) but the province utilised 0.44maf of water which was 19 percent less than its share. Instead of the allocated 20.67maf water the provinces utilised 21.38maf water which was 3 percent higher than the allocated share for the Rabi season.
Regarding the recent objection of Sindh to the opening of Chashma Jhelum Link canal, the spokesman said the decision was taken by majority vote and settled under the procedure embodied under Chapter II Clause 8 (2) of Irsa Act XXII of 1992. The spokesman said that from October 1, 2017 to 22.02.2018 CJ Link Canal remained closed and Punjab was directed to cater for its Trimmu-Sidhnai & Panjnad Canal Systems requirements from Mangla Dam. But when Mangla Dam touched its dead level, the availability in Jhelum-Chenab Zone reduced to 12,000 Cusecs against Punjab share of 25,000 Cusecs, thus there was no other source, except Indus, to save the standing crops of South Punjab. Therefore, Irsa decided with majority votes in an authority meeting dated 22.02.2018 to immediately open the CJ Link Canal with a discharge of 4,000 Cs, as long as water is available in Tarbela Dam. The spokesman said that any province, if aggrieved from any decision of IRSA, may approach the Council of Common Interest (CCI).Regarding operationalisation of ?Three Tier Formula?, which comprises Para 14 (b), Para 2 & Para 4 of the accord, the spokesman said that the formula was derived in 2003 with consensus of all stakeholders in Irsa Advisory Committee meeting under the chairmanship of Nasar Ali Rajput, the then Member IRSA Federal/Chairman IRSA (belonged to Sindh). The formula remained under discussion in Irsa sporadically, but until now, no stakeholder approached the Council of Common Interests (CCI), right forum as outlined under Chapter II Clause 8 (3) of Irsa Act, which reads ?A provincial government or the Wapda may, if aggrieved by any decision of the authority, make a reference to the CCI.? The spokesman said that in the presence of grievance redress forum of CCI, discussions at different forums may aggravate the situation and would definitely ignite the unrest amongst the federating units, which should be avoided in the best national interest.
