Mains fencing output?

Anyone know what they get or what we are aiming for?We have had problem free pretty strong mains fencing the past 2/3 years so never tested it, therefore I have no clue what reading id have got when it was working properly. Shitland has the past 3 nights escaped (once onto the road so he's confined to barracks til this is resolved!) So today I borrowed a tester and got a reading of 0.9 near the energiser and nothing further away. What should it read in an ideal situation?
