Opinions on a cosmetic matter

;)My horses cosmetic state has fallen by the wayside last month or so. Mainly as he has had some time off, gets turned out into a mud bath and basically he is a pig. And grey. He hasn?t been reclipped since December so has that horrible long wirey hair, his mane is absolutely caked in mud all the time and even tho he goes out in rug and neck he loves to roll, rub his face in it etc. And as he has been off work for a month or so he has barely seen a brush.I don?t know where to start. Do I brush the mud off and clip him out so I can really get to the bottom of him, do I brush the worst off and bath him? We have a hose but it?s cold... do I not bother with either as he is moulting and it will soon be spring and won?t be so much mud? And hope people don?t see us out and about??
