Driving folks, need your help! Weight limits...

How do you calculate weight limits that a pony could pull? I was told by a mule owner somewhere that for donkeys and mules it's double their weight but does that apply to ponies too??? Presume it's calculated off the animal's "ideal" weight too not current weight so a fat horse would be able to pull less than a slim one ?? So what could a 10.2hh light welsh a type pull?
