Mild bit/bitless/bridle-less and control

I wanted to find out what a cordeo was last night, and ended up on this site http://matildebrandt.no/blogg/tag/cordeo/. She rides with a cordeo (basically a neck strap) and talks about having the horse trained to halt if something scary happens, but doesn't really go into how she achieved this. I'm keen to start my youngster in a side pull (e.g. the Transcend one) but I'm also keen that she doesn't just run away with me when something scary happens. I ride my teenager in a hackamore, and yesterday had to take quite a strong hold of the reins when some noisy mountain bikers were coming through the trees close to our hacking route. I'm interested to know how to have reliable brakes with a light-touch bridle in situations where the horse is going to be paying attention to (running away from) the scary thing and perhaps not to subtle seat aids.
