Rug slipping back - any fixes?

https://ruggles-horse-rugs.co.uk/product/combo-triple-layer-wicking-rug-with-tail-flap/I've got one of these from Ruggles and was hoping to use it as a layer in the stable - but it slips back badly and the clips at the front are digging into her neck. Annoyingly she fits well into the rest of the Ruggle range and I can't work out whether this is a bigger cut than normal or if the slipping is because of the material.I might have to give up and just keep it for a sweat rug, but has anyone got any ideas I can try to keep it in place?
