picking hooves up

My new horse is doing my back in trying to pick up his hooves. He doesnt kick but passively resists my best efforts. My last horse was so easy, you just said UP or tapped her leg and hey presto she lifted them up for you. The farrier is due in a few weeks so I need to get this sorted asap. Any ideas please?
