Fitting a bit ?

Can I ask for some advice, my mare is in a snaffle bit but someone at yard mentioned that it might be too low because my bridle pieces go baggy when she turns her head. I have never heard of this before, should I put it up a hole.Also can you put it up just one side.Probably a silly question to some but want to name sure she comfortableThanks
